BOARD SUMMARY HUBBARD EXEMPTED VILLAGE SCHOOL DISTRICT January 24, 2017 1. Approved the financial reports for the month of December 2016. 2. Approved the following board meeting minutes: December 19, 2016 – Regular Meeting 3. Accepted, with gratitude, the following donation: Ball Corporation $5,000 to Robotics Anonymous $75 to the HES Music Program for 15 recorders 4. Approved the contract between Hubbard Exempted Village School District and Richard Kevern & Associates E-Rate Connection, to manage the 2017-2018 Federal E-Rate Program application process, as submitted. 5. Approved Resolution #17-11: Accepting the amount and rates as determined by the Budget Commission, authorizing the necessary tax levies and certifying them to the county Auditor, as submitted. 6. Adopted Resolution #17-12, RESOLUTION DETERMINING TO PROCEED WITH SUBMISSION OF A TAX LEVY: WHEREAS, this board of education at its meeting on January 11, 2017, by resolution duly adopted, determined the necessity of levying a tax in excess of the tenmill limitation for the benefit of this school district for the purpose of avoiding an operating deficit of the school district, in the amount of $986,000 per year for a five (5) year period, and provided that the question of levying said additional tax shall be submitted to the electors of said school district at an election to be held on May 2, 2017; and WHEREAS, the County Auditor has certified to this board of education that the total current tax valuation of this school district is $205,483,390 and that the estimated annual levy (assuming that the amount of the tax list of this school district remains throughout the life of the levy the same as the amount of the tax list for the current year) required to produce said annual amount is four and eight-tenths (4.80) mills for each one dollar ($1.00) of valuation, which amounts to forty-eight cents ($0.48) for each one hundred dollars ($100.00) of valuation; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Hubbard Exempted Village School District, Counties of Trumbull and Mahoning, Ohio: SECTION 1. That it is hereby determined to proceed with the submission to the electors of the question of levying the additional tax described in the preambles hereto at the election to be held on May 2, 2017, under authority of Section 5705.194 of the Ohio Revised Code. SECTION 2. That the treasurer of this board of education be and is hereby directed to certify the following to the board of elections: (a) the resolution of this board of education determining the necessity of 2 said additional tax and said election; (b) this resolution; (c) the total current tax valuation of this school district and the amount of the average tax levy, expressed in dollars and cents for each one hundred dollars ($100.00) of valuation as well as in mills for each one dollar ($1.00) of valuation, as calculated and certified by the County Auditor; and (d) the number of years said levy is to run and to notify said board of elections to cause notice of such election to be given as required by law. SECTION 3. That the form of ballot, upon which the question of levying said additional tax shall be submitted to the electors, shall be substantially as follows: PROPOSED TAX LEVY (ADDITIONAL) HUBBARD EXEMPTED VILLAGE SCHOOL DISTRICT A majority affirmative vote is necessary for passage. Shall a levy be imposed by the Hubbard Exempted Village School District, Counties of Trumbull and Mahoning, Ohio, for the purpose of AVOIDING AN OPERATING DEFICIT OF THE SCHOOL DISTRICT, in the sum of $986,000 per year, and a levy of taxes to be made outside of the tenmill limitation estimated by the County Auditor to average four and eight-tenths (4.80) mills for each one dollar ($1.00) of valuation, which amounts to forty-eight cents ($0.48) for each one hundred dollars of valuation, for a period of five (5) years, commencing in 2017, first due in calendar year 2018? FOR THE TAX LEVY AGAINST THE TAX LEVY SECTION 4. That it is found and determined that all formal actions of this board of education concerning and relating to the adoption of this resolution were adopted in an open meeting of this board of education; and that all deliberations of this board of education and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. 7. Approved an unpaid leave of absence for Kamila Krisuk, HMS teacher, effective January 17, 2017 through the remainder of the 2016-2017 school year, as per HEA negotiated agreement. 14. Approved an unpaid leave of absence for Jill Hoover, HMS teacher, effective January 5, 2017, as per HEA negotiated agreement. 15. Approved Debbie Pysher, home instruction tutor for grade 2 student, as per posting dated January 19, 2017, as per HEA negotiated agreement. 16. Approved a temporary contract (thru June 30, 2017) to Cynthia Mayle, cleaner, 5.5 hrs., Step 0, HMS, 5 days per week, as per posting dated January 3, 2017, as per OAPSE negotiated agreement. 17. Approved a temporary contract (thru June 30, 2017) to George Crouch, custodian, 8.0 hrs., Step 8, day turn, HEVSD, 5 days per week, as per posting dated January 3, 2017, as per OAPSE negotiated agreement. 18. Approved a temporary contract (thru June 30, 2017) to Donald Castner, custodian, 8.0 hrs., Step 8, afternoon, HEVSD, 5 days per week, as per posting dated January 3, 2017, as per OAPSE negotiated agreement. 19. Approved to null and void the head speech team advisor supplemental given to Chris Moriarty for the 2016-2017 school year, due to non-participation, as per HEA negotiated agreement. 24. Reappointed Hubbard Public Library Trustee Daisy Evans, to the Library Board with the term beginning April 1, 2017 and ending March 31, 2024. 5 25. Approved the first reading presentation of the HEVSD 2017-2018 Calendar, as submitted, as per ORC Section 3313.48(B), for adoption at the February 21, 2017 board meeting. 26. Accepted, with regret, the resignation of Craig Yaniglos, Aquatic Director, effective February 1, 2017. 27. Approved Craig Yaniglos, part-time Assistant Aquatic Director, effective February 1, 2017 through January 31, 2018 @ $20,000.00. 28. Approved Patrick Goclano, Aquatic Director, effective February 1, 2017 through January 31, 2018 @ $30,000.00. 29. Approved a contract modification for Colleen Murray, from MA Step 11, to MA +30 Step 11, as per HEA negotiated agreement. 30. Approved the 2017-2018 HHS Academic Course Booklet, as submitted. 31.
